Vice Chancellor for Finance and Administration

The Nebraska State College System (NSCS) invites applications for the position of Vice Chancellor for Finance and Administration (VCFA).
The Vice Chancellor serves as the chief business officer and provides leadership, direction, management, and coordination of the System’s fiscal affairs, including budget development and control, operational resource allocation, tuition and fee rates and structure, oversight of bond matters, business operations, accounting functions, and related financial support and analysis. Participates in policy formation and establishes financial and administrative procedures. Provides support to the Chancellor in legislative matters.
Examples of Work Performed:
- Oversee System-Wide Financial Operations: Lead the development, coordination, and management of fiscal strategies for the System and its three colleges. This includes preparing and overseeing operating and capital budgets, ensuring compliance with Board policies, and managing bond issuance and repayments. Foster collaboration among college business officers to ensure consistent financial practices across the system.
- Collaborate on Policy and Procedure Development: Partner with the Chancellor, College Presidents, and other senior leaders to create and implement financial policies and procedures that align with System strategic priorities. Lead efforts to standardize financial processes across the three colleges, ensuring operational efficiency and transparency. Effectively communicate these policies in both written and verbal formats to various stakeholders.
- Provide Legislative and Budgetary Support: Coordinate and prepare biennium budget requests in collaboration with the Chancellor and Council of Presidents, ensuring alignment with System goals and legislative requirements. Serve as a key liaison with State agencies and legislative bodies, providing clear and concise fiscal notes and reports while supporting advocacy efforts for State funding and financial sustainability.
Required Qualifications:
- Master’s degree in a related area or CPA.
- 7-10 years of progressively responsible administrative experience in financial management, accounting, or budget administration.
Preferred Qualifications:
- Experience with financial operations preferably in a higher education setting, including budgeting, resource allocation, financial reporting, audit processes, and bond management.
- Experience working with legislative bodies, government agencies, and compliance with state and federal regulations.
- Experience in overseeing large budgets and managing complex financial systems.
Essential Competencies:
- Demonstrated leadership abilities with experience managing diverse teams across multiple locations.
- Evidence of sound fiscal management.
- Excellent written and verbal communication skills, with the ability to clearly articulate financial information to various audiences, including senior leadership, board members, legislators, and external stakeholders.
- Strong analytical and problem-solving skills, with the ability to manage and interpret complex financial data.
- High level of professional integrity, accountability, and commitment to transparency in financial operations
- Ability to work collaboratively with a wide range of internal and external stakeholders in support of institutional goals and priorities.
- Proficiency in financial management software and systems, including enterprise resource planning (ERP) systems.

This position is based in the NSCS Office in Lincoln, NE. Overnight travel is required.
The targeted start date is December 1, 2024. The search will remain open until the position is filled.
